Tourism is Union Square, Fisherman’s Wharf, Chinatown, and a hotel-and-restaurant calendar that mixes residents with visitors. A September week and a cruise Saturday help. They are not a run rate. Recruiting a replacement who will stay in the city — and not take a South Bay offer — is part of the file. Housing is staffing diligence.
