The diligence problem in Atlantic City is a Tuesday in January that inbound Philadelphia buyers keep replacing with a July Boardwalk Saturday. Casino-hotels, the marina, Borgata, Hard Rock, and the remaining floors mix visitors with a smaller year-round resident base. A convention, a fight weekend, or a summer Saturday can look brilliant. A dining room or bar that only works when one property is full is concentration. CRDA is a real desk. The Casino Reinvestment Development Authority overlays projects, some leases, and some incentive language that a Philadelphia buyer will not assume.
CRDA-adjacent files are written from Spring Hill. This page is not a DGE, CRDA, or New Jersey contractor-license opinion. Have Shore counsel read gaming-adjacent language before you circulate a teaser. (352) 515-0226.
A Tuesday in January on the Boardwalk
Do not treat July occupancy as twelve months. Ventnor, Margate, Brigantine, and Egg Harbor Township already share this market. They do not share a Boardwalk restaurant rent. Ocean City and Cape May are mention as Shore overlay, not this page’s defining rent. A “we cover the Shore” construction truck that is really one inlet van is a local route.
The Atlantic City Expressway is the visitor pipe from Philadelphia. That does not make this a Philadelphia file. A buyer who only drove in for a Saturday will misread the January P&L.
The casinos, the Boardwalk, CRDA
Gaming and rooms are the defining overlay. Casino-hotels and Boardwalk hotel product are the first split. Put counsel on CRDA and Division of Gaming Enforcement adjacency in week one if the file touches a casino campus or a reinvestment parcel. This is not a generic Shore T-shirt shop.
The mainland is the weekday payroll. Egg Harbor Township, Atlanticare, Stockton’s Atlantic City presence, and staffing / cleaning that sell into the properties are a different product than a Boardwalk retail box. See the medical practice guide. A mainland medical suite in Egg Harbor does not share a Boardwalk rent.
Atlantic City is not Philadelphia. There is no Packer Avenue dock and no Center City wage-tax conversation as the defining fact. It is not New York. There is no five-borough license stack and no Midtown commercial-rent tax. It is not Myrtle Beach. The Grand Strand is a purpose-built golf-and-beach machine without a CRDA overlay.
Who should buy a CRDA-adjacent book
Operators already in Atlantic City or Egg Harbor adding a second room or a second crew already know which January the Boardwalk emptied and which property the book actually invoices.
Gaming-adjacent and mainland strategics who already understand a DGE calendar are a better conversation than a Philadelphia weekday buyer who wants “cheap Expressway.” Healthcare buyers look at Atlanticare-adjacent books when a second provider exists.
Who should not buy. A Philadelphia Center City buyer who wants a wage-tax story. A New York Midtown buyer who wants five-borough hospitality rent. A July tourist who modeled a fight weekend as twelve months. A Shore T-shirt buyer who skipped CRDA in week one.
SBA works when sales are documented and a manager wage is already modeled. Single-property or single-July files usually need more equity and seller financing.
Owner-operated Atlantic City shops still price on SDE. A multi-property hospitality or multi-crew cleaning group that already runs without the founder can open EBITDA. See the valuation guide.
Egg Harbor versus the Boardwalk
Casino-adjacent hotels, restaurants, and bars clear when a January Tuesday is in the year. Mainland staffing and cleaning that sell into more than one property clear when a second lead already opens. Egg Harbor clinics clear when patients call after the founder leaves. Inlet construction clears on recurring service, not a one-phase casino remodel.
Local examples:
- A Boardwalk dining room that did 40 percent of the year across July and one fight weekend is a casino calendar.
- An Egg Harbor medical suite with a second provider is a weekday medical book. It does not share a Boardwalk rent.
- A cleaning book that invoices one property is concentration.
- A Margate HVAC crew that already starts in Margate without the owner is a mainland book you can schedule. A “we cover the Shore” claim that is one van is a route.
Earn-outs show up when one property, one floor closure, or one summer weekend is a double-digit share. Diligence here fails on January isolation and Philadelphia-as-comparable stories more often than on a Boardwalk photo. See diligence.
If the founder still opens every Boardwalk night or walks every host, the Boardwalk book is still a founder night until a second host can hold the floor.
Shore-and-mainland items before you list
- Name the product: casino-adjacent hospitality, CRDA-parcel book, Atlanticare practice, or Egg Harbor rooftop route.
- Pull monthly sales that include a January Tuesday and a week that is not July or a fight weekend.
- Put city and township licenses in one folder. Atlantic City and Egg Harbor are different maps.
- Get counsel on CRDA and DGE adjacency in week one if the file touches a campus.
- Put a second person on the floor or the cleaning book.
- Isolate one property or one summer weekend if it is a double-digit share.
Use the sale-prep roadmap for the stack.
The Walk outlet boxes, Steel Pier, Gardner’s Basin, and the leftover Revel-to-Ocean Casino story are visitor texture. They are not Egg Harbor weekday payroll. Tropicana, Caesars, Resorts, and the marina cluster around Borgata still set which dining rooms fill on a Tuesday. A “we cover Absecon and Pleasantville” cleaning claim that is one Boardwalk closet is a route. Stockton’s Atlantic City campus is a student overlay on the inlet side, not a Philadelphia commuter story. Atlanticare Regional is the mainland medical engine; a suite that only works when one casino floor is staffed is still concentration.
Bader Field is a leftover airfield story, not a Newark Liberty comparable. Route 40 / 322 and the southern Garden State Parkway feed the same Saturday that the Expressway feeds from Philadelphia. That Saturday is not the file. Miss America week, if it still moves a hotel block, belongs on its own line with a fight weekend. A buyer who underwrote Ocean City, Maryland, or Cape May as “the Shore” will miss CRDA, DGE adjacency, and a January Tuesday that those towns do not share.
Lenders on a Boardwalk hospitality note want occupancy by month, a property-tax and PILOT story if one exists, and a manager who already opens when the founder is in Ventnor. They will haircut a CIM that only photographs July. Seller notes show up when one remaining property, one closed floor, or one convention cancellation is a double-digit share. An Egg Harbor HVAC route that already has a second tech is a different credit conversation than a marina steakhouse.
If the book invoices Hard Rock and one other house, write both. If it invoices one house, say so on page one. A successor who has never badged into a back-of-house corridor will still need that map in week one. Brigantine and Margate share the labor pool; they do not share a Boardwalk CAM. Price the actual rent, the actual January, and the actual CRDA parcel — not a Philadelphia wage-tax slide and not a New York five-borough hospitality multiple.
CRDA parcels, DGE adjacency, and a Tuesday in January are still the first folders even after the Boardwalk photo. Stockton’s campus, Atlanticare, and Egg Harbor rooftops are the weekday payroll the Expressway buyer skips. The Walk and Steel Pier are visitor texture. Pleasantville and Absecon already share this labor pool. They do not share a Boardwalk CAM.
This page is not Philadelphia and not Myrtle Beach. A “we cover the Shore” cleaning claim that is one inlet closet is a route. Counsel on a reinvestment parcel belongs in week one.
Lenders want occupancy by month and a manager who opens when the founder is in Ventnor. Seller notes show up when one house or one fight weekend is a double-digit share. Price the January Tuesday — not a Center City wage-tax slide.
Atlanticare, Stockton’s inlet campus, and Egg Harbor rooftops are weekday desks a Boardwalk July buyer skips. Ventnor is a second texture. Photograph Atlantic Avenue in January. Leave the Pier in the appendix. Seller notes show up when one house is a double-digit share.

Frequently Asked Questions
Can you list an Atlantic City business from Spring Hill?
CRDA belongs in week one after you name the casinos, CRDA, and a Tuesday in January — not a Philadelphia weekday slide.
Is Atlantic City just Philadelphia’s Saturday?
The Expressway is a visitor pipe. It is not a Philadelphia file. There is no Packer Avenue dock and no Center City wage tax as the defining fact.
Do I need to mention CRDA in the teaser?
If the file touches a casino campus or a reinvestment parcel, CRDA belongs in week one. Skipping it is how a Shore file dies in diligence.
Does Egg Harbor get its own page?
Egg Harbor folds here as the mainland weekday payroll. An Atlanticare suite and a Boardwalk restaurant still get different underwriting.
Will SBA finance a Boardwalk restaurant?
Documented January sales and a manager wage already modeled help. A July-and-fight-weekend-only book is a harder credit.
How should a floor closure appear in the CIM?
Put the closed-floor year on its own line. Show a year the property was full. Buyers will haircut a one-property spike they cannot see.
