A Horseheads license is not a Water Street receipt. A qualifying name on a New York contractor license does not become a Corning vendor list because the vans already know I-86.

I-86 (old Route 17) is the east-west spine and the Binghamton leak. Route 13 is the Ithaca leak. Elmira Corning Regional Airport (ELM) in Big Flats is a small commercial field, not SYR and not a reason to share a Syracuse multiple. Harris Hill, the Clemens Center, and the river walks are local facts a Court Street slide skips. They help some rooms. Isolate them.
