Kenosha is the last Wisconsin lakefront city before the Illinois line, with I-94 as the freight spine and Metra’s Union Pacific North line as the commuter leak. The weekday product is a logistics-and-plant county with a lake residential overlay, not a Chicago neighborhood and not a Milwaukee suburb.
Pleasant Prairie’s industrial parks — Uline, Amazon-scale boxes, and the Renaissance / Highway 50 belt — are the distinctive industrial credit. Manufacturing, warehouse, trucking, and staffing swell when those docks are stacking and thin when one shipper pauses. A book that lives on one 3PL, one parcel peak, or one plant platform is concentration. Assignment and site-access language belong in week one. This is not a Joliet intermodal clone and not a Milwaukee Menomonee Valley slide.
The Illinois line is a wage and a license, not a reason to borrow a Cook County multiple. Some techs already compare Kenosha to Waukegan and Gurnee. Some buyers already drive up from Lake County, Illinois, hunting “cheap Wisconsin.” They still have to underwrite a Wisconsin contractor license, a Wisconsin tax story, and a January lake wind the Loop never priced.

Restaurants and retail. HarborPark, 6th Avenue, and the Highway 50 boxes move with residents, plant shifts, and a lake Saturday. Downtown Kenosha and a Pleasant Prairie outlet-adjacent room do not share a rent.
Trades. HVAC and construction on Kenosha’s lakefront wards and Pleasant Prairie rooftops live on recurring service. A one-phase warehouse build-out or a single I-94 interchange job is a project. A “we cover the Illinois line” truck that is really one 39th Avenue van is a route. Wisconsin and Illinois licenses do not ride across the state line because Metra already knows the commute.
Healthcare. Froedtert South–adjacent practices transfer when patients call the clinic and a second provider already exists. A book that lives on one hospital node or one staffing floor is concentration. Credentialing belongs in diligence.
Warehouse, trucking, and manufacturing sit closer to the Pleasant Prairie product than to HarborPark. Diversified shipper files with a second dispatcher already on the floor can support a real conversation. A one-Amazon-box book is a note conversation.
Do not apply a Chicago Loop restaurant multiple to a 6th Avenue lunch room. Do not apply a Milwaukee Third Ward multiple to HarborPark. Do not apply a Cook County industrial multiple to a Pleasant Prairie dock.

SBA still funds documented Kenosha Main Street files when weekly sales include a quiet January and a replacement dispatcher or lead-tech wage is already modeled. A one-shipper warehouse usually needs more equity.
A seller note is common when the 3PL file, a cross-line license, or a thin January lake week is the long pole. Write the note so a successor can service it after a real wage — and after a week I-94 is just I-94.
